Journalist Olena Halushka, co-founder of the International Centre of Ukrainian Victory, accused Russia of blowing up a dam in southern Ukraine and using it like a "weapon of mass destruction".

Flood waters are rising in the Kherson area and the situation is "critical", she said.

Russia has denied US and Ukrainian claims it was behind an attack on the Kakhovka dam.
