The inquiry into claims of bullying by Dominic Raab has led to a "complete breakdown of trust" between ministers and civil servants, according to the Institute for Government.

The think tank says the investigation has exposed "deep flaws" in the process for handling poor ministerial behaviour.

The former deputy prime minister has accused a "small minority" of activist civil servants of forcing him out of the job.
