Five people are dead and multiple others wounded after a gunman wearing body armor opened fire on random people walking along the street in Philadelphia, according to police.

Omar Sabir, vice chair of the Philadelphia City Commission joined LiveNOW from FOX's Josh Breslow and said a citizen armed with a gun, along with the Philadelphia Police Department, helped stop the situation from escalating even further.

Prosecutors said the suspect, Kimbrady Carriker was arraigned Wednesday on five counts of murder, attempted murder, aggravated assault and weapons counts of possession without a license and carrying firearms in public.

Philadelphia police identified the victims as 20-year-old Lashyd Merritt, 29—year-old Dymir Stanton, 59-year-old Ralph Moralis, 15-year-old Daujan Brown and 31-year-old Joseph Wamah Jr.
