Thousands of children with special educational needs are being taught in unregulated settings because they cannot get a place in mainstream schools.

Headteachers say a lack of funding means they cannot provide the extra help needed for certain children.

One parent told Sky News the system is '"archaic" and '"failing'" those children who need more support.
