The Chancellor has unveiled a boost to millions of workers' pay packets - with a 2 pence cut in National Insurance, in a pre-election budget in all but name.

The series of tax cuts to take effect early next year, with a universal credit increasing by 6.7% from April and and the state pension up by 8.5%.
