Tampa Police Chief Lee Bercaw provided a second update on Sunday after a shooting left 18 people injured and two others killed. Police say they've arrested 22-year-old Tyrell Stephen Phillips who is being held on second-degree murder charges. A victim as young as 14-years-old was killed in the shooting. Police say a fight led up to the rapid gunfire. Bercaw said at the news conference, "If you commit a crime in Tampa, you are going to pay for it an you are going to be charged. Thanks to the community who came forward after we asked for tips."
