It comes as a secret meeting reportedly held by delegates from Ukraine, the G7 and countries with a neutral stance on the war has been dismissed as a "farce" by Russia. Meanwhile, Moscow will start production of a "stealth" bomb that sources say uses cluster munitions banned in 100 countries.
