Grant Shapps says he's "confused" by the latest demands from the Royal College of Nursing calling for renewed pay negotiations.

Having previously asked for a 19% increase, RCN leader Pat Cullen had advised her members to accept an offer of 5% - but that was rejected despite being accepted by 14 other health unions.
