Shadow Schools Minister Stephen Morgan has told Sky News that the Government is "not delivering" on their NHS commitments.

It comes after the Government announced it was investing £240m in upgrading all GP surgeries in England with a digital phone system in a bid to end the “8am scramble” for appointments.
