After weeks of speculation, the high-speed rail line between Birmingham and Manchester is set to be shelved, Sky News understands - although Number 10 says "no final decisions have been taken".

Former chancellor George Osborne told Sky News It would be a "great tragedy" to cancel the northern leg of HS2, as it is the "biggest levelling-up project the country has got".
