California Rep. Charles Wiggins said on Aug. 5, 1974, that he'd reached the "painful conclusion" that President Richard Nixon should resign. Wiggins, who had defended Nixon during the House Judiciary Committee’s impeachment hearings, switched positions to support impeachment after the release of the “smoking gun” tape in the Watergate scandal.
