Education Secretary Gillian Keegan says there are no plans to arrest homeless people if they smell.

The Criminal Justice Bill will target what the government says is "nuisance begging".

But charities like Crisis have pointed out the definition provided by the government is broad and includes criteria like sleeping in a doorway, creating "excessive smell", or someone "looking like they are intending to sleep on the streets".
