A driver accused of fatally striking eight people outside a migrant shelter in Brownsville, Texas, has been charged with eight counts of manslaughter, police announced at a news conference Monday. Authorities identified the suspect as 34-year-old Brownsville resident George Alvarez and said they have not ruled out whether the crash was intentional.
