Cardiff: New CCTV shows police following electric bike before crash

South Wales Police has referred itself to the policing watchdog as footage showed one of the force's vans following two people on an electric bike before the crash, which killed Kyrees Sullivan, 16, and 15-year-old Harvey Evans.
